Regarding their expert opinion on appropriate transposition of the
DIRECTIVE (EU) 2019/1937 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 23 October 2019
on the protection of persons who report breaches of Union law

Question 1

The material scope of the directive refers to infringements of Union law. Do you consider it appropriate to further define and extend this scope to include infringements of the respective national law(s) ?This question is required.

Under the terms of article 2 of the directive, the directive applies to reports relating to violations of acts of the Union listed exhaustively in the annex, in the areas also exhaustively listed in article 2. Article 2 2 §2 of the directive and the recitals allows the Member States to retain, during transposition, a wider material scope, extended to areas or acts not covered by the directive.
Also, your relevant national law(s) (when applicable) could be different from that of the Directive as regards the sources of law to which the reported violations must relate.
